Higher Education Financial Services (HEFS)
DC Adoption Scholarship (DCAS)
 
DCAS was authorized by the Adoption Voucher Act of 2001. The Act appropriated a federal payment of $1 million to establish a scholarship fund for the postsecondary education of District of Columbia children who were adopted on, or after, October 1, 2001; and/or children who lost one or both parents as a result of the events of September 11, 2001.
The DC OneApp deadline is June 30, 2008.
The online appliation is available beginning January 1, 2008.
 
Select the DC OneApp Online Application link below for the online application.  Applicants may choose the DC OneApp Worksheet link below, to preview the DC OneApp application questions, and to learn about the required supporting documents for completing the application process.  The application is not complete until all required supporting documents are mailed or hand delivered, at the same time, to the HEFS office.
Eligibility Criteria
Applicant must be:
  • A US citizen or have eligible non-citizenship status
  • Adopted on/after October 1, 2001 through the District of Columbia’s Child & Family Services Agency, DC’s foster care system+
or
  • Lost one or more parents as a result of the events of September 11, 2001
  • A District of Columbia resident at least twelve (12) consecutive months prior to the current academic year and continued residency throughout the applicant's college matriculation (for 9/11 applicants only)+
  • Not in default status with federal student loans
  • A high school graduate or a General Equivalency Diploma (GED) recipient
  • Twenty-four (24) years of age or younger
  • Accepted for enrollment in, or working towards, a first undergraduate degree on, at least, a half-time basis  
  • Professional or graduate-level degree candidates are not eligible
  • Meet and maintain Satisfactory Academic Progress (SAP) as defined by the college/university of enrollment or accepted enrollment
+ Parents of adopted applicants do not have to reside in the District of Columbia.
